Red Cross Accompanies Militant Group in Recovery for Bodies of Captives in Gaza Strip

The International Committee of the Red Cross (ICRC) stated that its personnel accompanied Hamas officials into areas of Gaza still under Israeli military control to facilitate the search for the bodies of Israeli hostages.

Truce Agreements and Hostage Bodies Handover

Under the US-brokered ceasefire, which began on 10 October, Hamas is obligated to hand over the remains of all Israeli hostages as soon as possible. In exchange, the Israeli government has agreed to hand over the remains of 15 Palestinians for each Israeli.

Hamas has to date returned the remains of 15 of those taken hostage but none in the past five days, as some of those remains are thought to be in areas beyond the yellow line marking the temporary truce line.

“Upon the appeal of the involved sides, the International Committee of the Red Cross (ICRC) accompanied a party to the conflict as the party looked for the remains of the deceased beyond the IDF-designated ‘yellow line’,” said a representative for the committee.

She added: “Those involved to the conflict established the procedures of the mission and entrusted the Red Cross to serve as a neutral intermediary. The ICRC was had no part in those negotiations.”

She further clarified: “The ICRC was not involved in the search for the deceased nor does it engage in the retrieval of human remains.”

International Humanitarian Law and Responsibilities

Under international humanitarian law, it is the responsibility of the parties engaged in a conflict to search for, gather, and retrieve the bodies of the deceased.

American Demand and Local Recovery Operations

Recently, the US president delivered a 48-hour ultimatum to the militant group. “Hamas is going to have to begin handing over the bodies of the deceased hostages, which include two Americans, quickly, or the additional nations participating in this significant truce will take action,” he wrote on his social‑media platform.

When the two-day window neared, the group, joined by the ICRC, teamed up with teams from Egypt, who were granted permission by Israeli authorities to look for remains beyond the line marking the Israeli military’s pullback inside Gaza. An official representative said the delegation would use excavator machines and vehicles in the operation.

This development was corroborated by an source within Israel, who told local press that members of the group had been permitted to enter sections of Gaza under military authority to search for the bodies of hostages, together with Egyptian and ICRC personnel.

Video released by a regional network seemed to show members of a Hamas unit – part of the organization’s armed faction responsible for holding hostages – escorting a humanitarian transport in a specific location close to Rafah, which lies outside Israeli military control.

Challenges in Locating Hostage Bodies

Efforts to locate for the bodies of individuals taken captive has turned into one of the most delicate issues in the ceasefire reached between the two sides. However, the effort to locate the bodies has proved difficult from the beginning, given the presence of an approximate enormous amount of rubble across the strip, where, as per local health authorities, at least ten thousand residents are recorded as unaccounted for, trapped under the rubble.

Conflicting Claims on Body Whereabouts
